No, it doesn't. you can fill the heavy bag with sand, corn beans, old waste cloth, cotton cloth, sponge, etc. Don’t only install sand, It will be too heavy and affect the stability of the boxing bag. Sand can be filled in the middle, and the remaining space can be filled with sawdust,, old cloth
